Web Development, broadly defined, is the process of creating websites and all that it entails from programming, graphic design, content creation, client liaison, database and server configuration, network security, e-commerce, project management, and all manner of server and client side scripting.
That said, "web developer" is most often understood to refer to the programers that write the code necessary to run a site and "make it do stuff."
There are numerous server-side scripting languages out there (meaning scripts and languages that are run by web servers, such as Linux) like .NET, ASP, Ruby, Perl, and Python et al., but far and away the most widely used for websites is PHP.
Client-side languages (meaning scripts and languages that are run by a browser, like Explorer, Firefox, Safari, or Chrome) include JQuery, JavaScript, Ajax, CSS, and HTML.
Web designers, on the other hand, generally specialize exclusively in client-side scripting languages like HTML, CSS, and graphic design software such as Adobe Photoshop and Adobe Illustrator. (Not to be confused with purely graphic designers who generally limit themselves to graphic design software such as Adobe Photoshop, Adobe Illustrator who commonly have no experience with scripting languages).
